Abstract
This article discusses educational policy formation from 1989 to 1992 under the leadership of Paulo Freire, secretary of education for the city of Sdo Paulo, in the democratic-socialist Municipal Administration of the Partido dos Trabalhadores (Workers' Party; henceforth referred to as "PT"). Educational policy making is analyzed against the backdrop of theories addressing the state and social movements.
